तिम्रो मुस्कान तिम्रो बानी साह्रै मन पर्यो

कल्कलाउँदो जोवन तिम्रो हर्बराउँदो वैँश

मन पराउँछु माया गर्छु थाहा पाएकी छ
नाटक गर्छे जानी जानी साह्रै मन पर्यो

उसैसँग जोडिए छ मेरो सारा सुख दुख
बनाउने हो दिलकी रानी साह्रै मन पर्यो

एब्स्ट्रयाक्ट चिन्तनः प्याज

हिजो साँझ बाङ्देलजीलाई नयाँ सडकमा भेटेँ । भन्नुहुन्थ्यो- "शङ्करजी, तपाइँको लेख, त्यो लेख, 'शङ्कर लाभिछाने शङ्कर लामिछानेको दृष्टिमा' पढेँ ।''

"कस्तो लाग्यो ?''

" मजाको छ । अलि रियलिस्ट छ, अब एउटा एब्स्ट्रयाक्ट शैली प्रयोग गर्नुस् न ।''

"एब्स्ट्रयाक्ट पेन्ट गर्ने त तपाइँको काम ! म कहाँ पेन्टिङतिर जाउ"m अब ।''

" होइन, पेन-पिक्चरमा एब्स्ट्रयाक्ट शैली प्रयोग गर्नुस् न ।''

म हाँसिरहेँ । -हाँस्न जान्नु पनि ठूलो कला हो Û मानिसको उमेरमा विकास हुनासाथै उसको हाँसोको कलामा अनेक रङ चढ्न थाल्छन् ।) हाँसेर मैले बाङ्देलजीलाई बिदा दिएँ, र कुरालाई पन्छाएँ पनि ।

'व्यथित'जीको हातमा 'हिमानी' को कभर डिजाइन थियो । देख्नासाथ बुझिन्थ्यो बाङ्देलको बुरुस हो । त्यसरी नै जसरी 'हिमानी' नाम सुन्नासाथ 'व्यथित' को कलमको सम्झना आउँछ । भन्नुहुन्थ्यो- ''तपाइँजस्तो कलम चल्ने मान्छे, एउटा कथा एक-दुई दिनमा लेखेर दिनुस् न Û म विदेश जाँदै छु यसलाई छपाउनÙ विजयादशमीको साइतमा झिक्ने ।''

म हाँसिरहेँ । -हाँस्न जान्नु पनि ठूलो कला हो Û कुन मानिससँग कसरी हाँस्नुपर्छ त्यो जानिएन भने रोएको बराबर दुःख पाइन्छ ।) हाँसेर मैले 'व्यथित' जीलाई बिदा दिएँ, र कुरालाई पन्छाउन खोजेँ पनि Û

तर, मनबाट न 'व्यथित' गए, न बाङ्देल, न हिमानी, न एब्स्ट्रयाक्ट Û मन पनि कमालको वस्तु हो- त्यसमा कुरा पसेपछि निकाल्न गारो छÙ निकाल्न खोज्यो, आफ्नो व्यक्तित्व र कुराको स्वयंको व्यक्तित्वमा सङ्घर्ष भइदिन्छ । मनबाट, फेरि त्यही कुरा पसेकै रूपमा किमार्थ निस्कँदैन- त्यसको काँचुली फेरिसकेको हुन्छ । मैले मन पल्टाउन थालेँ, हेरिहालूँ यसमा खेलिरहने कुरा पनि कत्ति छ Û

'व्यथित' जी Û कृष्णले मुख खोलेर यशोदालाई विश्वरूप देखाएका थिए । तपाइँ आज मेरो विश्वरूप हेर्नुहोस्Ù मेरो मनमा के छ ? तर पहिले म तपाइँलाई एउटा कुराको सम्झना दिइहालूँ । म बीसौँ शताब्दीको -अङ्ग्रेजी Û) एउटा बुद्धिजीवी हुँ । मध्यवित्त परिवारको, विवाहित, केटाकेटीको बाबु, तरुनो, स्वस्थ, निर्माणको भावनामा दत्तचित्त, सोझो नागरिक Û र म चिन्तित छु, मेरा अनेक समस्या छन् ।

सबभन्दा ठूलो समस्या हो- म दस-गजा जमिनमा उभिएको छु । एकातिरको सिमानामा मेरा पुर्खाको विश्वास छ, एकातिरको सिमानामा मेरा सन्तानको विश्वास Û म स्पुतनिकको उडानमा खुसी पनि हुन्छुÙ चन्द्रमाको धूलोमा रुसको हँसिया-हतौडा अङ्कति चिहृन उतारेको सुन्दा मलाई यस्तो गौरव अनुभव हुन्छ मानौँ हँसिया-हतौडा मेरै घरबाट खुश्चेभले मागेर लगेका थिए । र अर्कोतिर, चन्द्रमामा ग्रहण लागेको बेला पेटमा कुनै गर्भिणीले छोइदिन्छे कि भन्ने म पीर पनि मान्दछु-च्यामेपोडेलाई दान पनि दिन्छु, मानौँ महाराज मनु मेरा छामिछाने परिवारकै बाजे हुन् । म समाचारको निमित्त अखबारहरू, गोरखापत्रदेखि लिएर टाइम्स र न्यूज विक्लीदेखि लिएर फिल्म-फेयर र रोमान्स पनि पढ्छु । मलाई प्रत्येक खबरमा एक विश्वास सँगाल्नुपर्दछ, परिरहेको छ । म्यारिलिन मनरोको हात्महत्या र एलिजाबेथ टेलरको नयाँ प्रेमको समस्या पनि मेरो मनमा छ Û मेरो मनमा डयाग हृयामलरसोल्डको मृत्यु, युएनओका कार्यबाही, यु.थान्ट, अमेरिका र रुसको शीतयुद्ध, लाओस्, सुएज, गलवानभ्याली, काश्मीर, मलाया, इरियन सिलोन......सब समस्या मेरा मनमा छन् । हेनरी मिलरको 'ट्रपिक अफ क्यान्सर' पढेँ, अब 'क्यापि्रकर्न' कहाँ पाउने ? सर विन्स्टन चर्चिलको तिघ्रा भाँच्चियो, बन्छ कि बन्दैन ? युएनओमा नेपालले के भन्ला ? कङ्गोले कतापट्टबिाट भोट बढ्ता पाउला ? छोरालाई टाइफाइड भएको निको भयो, आज अब मासु पाइने हो कि होइन, एकादशी आजभोलि दुवै दिन रे, एक वैज्ञानिकले घाँसबाट दूध निकाल्ने प्रयोग सफलतासाथ गरे, अराष्ट्रिय तìवले सिमानाभित्र पसी फलानोलाई गोली हान्यो, प|mान्सका राष्ट्रपतिलाई हत्या गर्ने प्रयास गरियो, एल्जेरियाको समस्या कसरी सुल्झने हो, अलबेयर कामु पनि र एल्जेरियाकै हो, उसको आजकल 'मिथ अफ सिसफस' पढ्दै छु, टेलिभिजनको प्रसारण टेल्सटरले युरोपमा उपलब्ध गरायो, पारिखेतमा ज्यापू मर्‍यो, मलाई 'जा-नए-धुन-ला-बाज्या' भन्थ्यो, त्यसको छोराछोरी छैन, बाङ्देलको पनि त छोराछोरी छैन, एब्स्ट्रयाक्ट चित्रण गर भन्छ, हिमानीको कभरजस्तो, 'व्यथित' को भाषाजस्तो ..........

यस्ता असङ्गत अनेक विचारमा सिमानाको बीचमा मैले आफ्नो व्यक्तित्वको दसगजे किनारा राखेको छु । भन्ठान, ओ 'व्यथित' हरू र बाङ्देलहरू, मेरो जीवन नै एउटा एब्स्ट्रयाक्ट जीवन हो, यसबाट त म रोज पन्छिरहेछुँ, रोज यसलाई पन्छाइरहेछु । रोज मेरो प्रातःकाल 'तरकारी किन्न पैसा चाहियो' बाट प्रारम्भ हुन्छ, रोज मेरो मध्यान्ह पैसा आउने बाटो खोज्नमा खर्च हुन्छ, रोज मेरो सन्ध्या 'अलि बढ्ता थाकेर आएछु' मा समाप्त हुन्छ । रोज मेरो परिचित कतै मर्दछन्, तिनको मृत्यु भुल्नुमा अलिकति समय खर्च हुन्छ । रोज अलि इतिहास सम्भिmन्छु, रोज अलि भविष्यको रेखाङ्कन गर्दछु, रोज अलि वर्तमानको मूल्याङ्कन गर्दछु । रोज मोल-मोलाइ, खरिद-बिक्री, बन्धक-ब्याज गर्दछु- आफ्ना आस्थाको आफ्ना विश्वासको आफ्ना इच्छा-आकाङ्क्षाको । 'आज ल्याएको मासु, नोकरलाई सुकुचाले ठगेछ, जम्मै हाडैहाड....' 'आजको दूध एकदम पातलो'....'दाउरा कत्ति चिसो, कत्ति महँगो'- यिनै सब कुराको घेरा छ जो गृहिणीले, बच्चाले, भान्छेले उद्गार भनी मेरै मनमा पोख्तछन् । यसभन्दा बाहेक अरू उद्गार छन् जो म स्वयं आफ्नो मनमा कोचिटोपल्छु- आजको पार्लियामेन्टमा नेहरूले यसो भन्यो, त्यसमा कति सत्य होला Û खुश्चेभले बर्लिनबारे चालेको यो नयाँ कदमले संसारमा के असर पर्ला ? विश्वयुद्ध भयो भने कहाँबाट सुरु

होला ? थ्यालिडोमाइड औषधिले कति बच्चाको जीवन अन्धकारमय हुने हो ? आह Û एल्प|mेड नायस कहाँ मर्न पुगेछ ? तर उसको पहाडमै मर्ने इच्छा थियो रे Û

बाङ्देलजी Û कुनचाहिँ मानिसको जीवन एब्स्ट्रयाक्ट

छैन ? कुनचाहिँ मानिसको जीवन घृणित छैन कमसेकम उसको मौनताले आफ्नो दुर्गन्ध नढाकुञ्जेल ? कुन मानिसको भावना घृणित छैन कमसेकम मुस्कानका तरेलीले त्यसलाई नपुरुन्जेल ?

कुन मानिसको मनमा लोभ छैन-कमसेकम नाराले त्यसलाई नमारुन्जेल ? 'व्यथित' जी Û ती सतयुगे ऋषिमुनिहरूको जमाना छैन अब Û अब त प्रत्येक जागरुक मान्छेको मस्तिष्क कृष्णको विराट् रूपभन्दा कम सानो छैन ।

आजको प्रत्येक मान्छे एक भगवान् हो । यस्तो भगवान् जसले आफ्नो संसार स्वयं निर्माण गरेको हुन्छ-छलले, कपटले, धोखाले, हत्याले, ऐनले, गैरजिम्मेदारीले, अन्धविश्वासले, भक्तिले, श्रद्धाले, मुख्र्याइँले । आजको भगवान् फेरि धर्ममा घेरिएको पनि त हुँदैन, उसले आफ्नो प्रतिद्वन्द्वी क्राइस्ट र मोहम्मद र बुद्धमा पनि आउँछ । फेरि आज भगवान् अलि डिप्लोमेट पनि छ- पुरेतजस्तै Û.... 'यसो गर्न त कसो नहोला, पुरेतजी ? -ज्यू हुन्छ'.....जस्तो । आजको भगवान् फेरि अनिश्वरवादी पनि छ-बुद्धजस्तै । र आजको भगवान्लाई मानिसले कन्ट्रोल गरेको छ-बर्थ कन्ट्रोलजस्तै । भगवान् चाहियो, हाजिर छन्, भगवान् चाहिएन, गायब छन् Û जत्ति मात्रामा चाहियो, उत्ति मात्रामा आउँछन् । कविताको निम्ति चाहियो, छन्दबद्ध भई हाजिर, स्तुतिको निमित्त चाहियो, कोष भई हाजिरÙ चाकरीको निमित्त चाहियो इन्साइक्लोपीडिया भई हाजिर-'गरीब परवर -उर्दूमा Û), करुणानिधान

-संस्कृतमा Û), ख्वामित् -शुद्ध भानुभक्ते नेपालीमा Û)....अँ Û भन्दै थिएँ, आजको मानिस स्वयं भगवान् बनिसक्यो, उसमा ती सब गुण व्याप्त छन् जो एक ईश्वरमा हुनुपर्दछ- सिर्फ एक गुण आजको मानिसले हराएको छ, र त्यो हो मानिसको गुण Û त्यो सच्चा मानिस जो सिर्फ छ र मरुन्जेल मानिस नै भइरहन्छ र मानिसकै रूपमा मर्दछ ।

आजको मनुष्यत्व हराएको तर भगवान् हुन नसकेको, मानिस खोज्नुपर्ने भए, 'व्यथित' जी र बाङ्देलजी Û मकहाँ आउनुहोस् । मभन्दा ठूलो अमानवीय अरू मानिस तपाइँ पाउन सक्नुहुने छैन र अरूले स्वयं मजस्तो आफ्नै परिचय पनि दिने छैन Û के गरूँ, 'व्यथित' जी Û मैले आक्रोशमा आफूलाई अमानवीय भनेको होइन । म, हेर्नुस न, हिन्दू, सबै भगवान् त मन पराउँछु नै, मलाई कसोकसो क्राइस्ट र बुद्ध र मुहम्मद पनि मन पर्छन् । मलाई ईश्वरउपरका सबै प्रकारका आस्था र उसका नाममा भएका सबै प्रकारका अत्याचारहरू पनि मन पर्छन् । ती नभएका भए- ती क्रुसेडहरू, ती शङ्कराचार्यका हमालाहरू, ती अशोकका धर्मदूतका विजय यात्राहरू, ती तुगलक शाहका जेहादहरू- ती सब नभएका भए आज 'व्यथित' हरू हिन्दू, बाङ्देलहरू इसाई तथा शङ्करहरू मुसलमान कसरी हुन्थे, म सबैमा विश्वास गर्ने र कुनैमा पनि श्रद्धा नगर्ने हुन सक्थेँ कसरी म 'अहँ ब्रहृमाऽस्मि' भन्न सक्थे जब मलाई आफूउपर विश्वास नभई अरूउपर हुँदो हो । म त आजको मान्छे होइन, 'व्यथित' जी ' म एक हजार वर्षपछि जन्मिने पृथ्वीको मान्छे हुँ । मेरो जन्मकालमा राष्ट्रका परिधिहरू, विश्वासका परिधिहरू, धर्मका परिधिहरू, राजनीतिका परिधिहरू, केही पनि हुने छैनन् ÛÛ

आज जो म दस-गजामा उभिएको छु- त्यसको कारण अब भनिदिऊँ, तपाइँहरूलाई । म चाहन्नँ तपाइँहरूको घेरामा आफूलाई पार्न । म चाहन्नँ तपाइँको रङमा डुबल्की लगाऊँ । सिमना नाघेपछि त मैले नागरिकता लिनै पर्छ- यस कारण म अनागरिक । म स्वयं एक सिमाना हुँ जसले वर्तमानलाई भूतबाट र भूतलाई भविष्यबाट अलग गरेको छ ।

तपाइँले सिमाना देखेकै होला Û दस-गजाको बीचमा एक पञ्चमुखी लिङ्ग अज्ञात रूपबाट निर्मित- जसलाई कसैले बेलपत्र चढाउँदैन तर जसलाई सार्न पर्‍यो अथवा हटाउनुपर्‍यो भने बलि चढाउनुपर्दछ अनेकका रगतको । यो सिमानाको रङ के हो । बाङ्देलजी Û सेतो ? -जस्तो लट्ठामा हुन्छ ') खैरो ? -जस्तो माटोमा

हुन्छ Û)Ù रातो ? -जस्तो मानचित्रमा हुन्छ Û)Ù

बग्ने ? -जस्तो नदीनालामा हुन्छ Û)Ù अदृश्य ? -जस्तो हिमालका टाकुरामा

हुन्छ Û) यी सिमाना रेखालाई, तपाइँ बाङ्देलजी Û यदि एब्स्ट्रयाक चित्रण गर्न सक्नुहुन्छ भने म पनि मेरो एब्स्ट्रयाक चित्रण गर्न सक्दछु ।

तपाइँले त्यो नगरुञ्जेल, नसकुञ्जेल म पनि अव्यक्त रहन चाहन्छु । मैले आफूलाई आज एब्स्ट्रयाक चित्रण गरेँ भने त्यसलाई बुझ्न फेरि पेरिसको वातावरणमा सास फेर्नुपर्नेछ । मेरो एब्स्ट्रयाक चित्रण पढ्नलाई तपाइँलाई फेरि 'एक दिन त' घोक्नुपर्नेछ ।

यसकारण म हाँसिदिन्छु ।

यसकारण मेरो हाँसोमा विभिन्नता छ । एउटा 'व्यथित' लाई, अर्को बाङ्देललाई, अर्को मेरो छोरालाई ।

यसकारण म बाँचिरहेछु किनभने मैले आजसम्म अरूलाई र आफूलाई नै रियलिस्ट चित्रण गरेको छु ।

रियलिष्ट चित्रणमा त, म एउटा प्याज हुँ-रङ्गहीन, पत्रैपत्रले मोडिएको, अनन्त दुर्गन्ध र गहिर्‍याइ ।

आजको कृष्णको विराट् रूप पनि त प्याज हो । त्यसकारण, बाङ्देलजी प्याजको एउटा स्टिल-लाइफ लेख्नुस् । त्यसकारण 'व्यथित' जी, प्याजमाथि एक महाकाव्य लेख्नुहोस् । तपाइँहरूको त्यो कृति ऐतिहासिक हुनेछ- कारण त्यसमा आजको व्यक्तिको र आजको समाजको दुर्गन्ध अनन्त पत्रमा अनन्त कालसम्म सञ्चित रहनेछ । र त्यही चित्र र त्यही काव्यमा म पनि अनन्त कालसम्म बाँचिरहनेछु ।

त्यो चित्र र त्यो कविता आज लेखिएन भने भोलि, 'हिमानी' को मृत्युमा, बाङ्देलको मृत्युमा, शङ्करको मृत्युमा, भविष्यले आजको इतिहास गुमाउनेछ ।

अन्तरिक्षमा नेपाली झण्डा फहरिंदा... (फोटोफिचर)

• ७० हजार फिटमाथि बज्यो नेपाली राष्ट्रिय गान

  काठमाडौ, वैशाख २३ - अरु देशको झण्डा चन्द्रमामा फहराएको देखेका नयाँ बानेश्वरका २२ वर्षीय क्षितिजराज लोहनीलाई पनि आफ्नो देशको झण्डा फहर्याउने मन थियो ।

  हाल अमेरिकाको बोस्टनमा बसिरहेका उनले तत्काल चन्द्रमामा झण्डा फहराउन नसकेपनि नेपाली झण्डालाई धेरै उचाईमा फहराउने जुक्ति निकाले ।

  त्यसकै लागि करिब एक बर्ष अध्ययन गरेपछि गत बुधबार उनले अमेरिकाकै फिसर्स ईण्डियानाबाट बेलुनमा राखेर नेपाली झण्डा अन्तरिक्षमा पठाए ।

  ८० हजार माथि पुगेको बेलुन फुटेर उनले अनुमान गरेकै स्थानमा खसेको थियो । त्यहाँको मौसम अनुमान बिभागले मौसम अध्ययनका लागि दैनिक ४० हजार फिटसम्म बेलुन पठाउने गरेको छ । 'बिशेष अध्ययन गर्नुपर्दा मात्रै ४० हजार माथिको उचाईमा बेलुन पुर्‍याइन्छ', उनले भने ।

Snowfall affects life in Humla

HUMLA, MAR 03 - The weather condition in Humla and neighbouring districts has failed to improve for a fourth consecutive day on Sunday, with the heavy snowfall greatly affecting lives and leaving people in hardship.

Air service, the only means of transportation in the district, has been disrupted while the educational institutions remained closed due to the severe cold. The new academic session was scheduled to begin from mid-February but the schools are yet to open owing to the adverse climatic condition. The students preparing for the SLC exam are also hit hard as temperatures plummeted.

According to reports, the district witnessed snowfall for the sixth time this winter, with the latest fall starting Thursday morning.

Sources say there is a the thick blanket of snow in Simkot, the district headquarters, and various VDCs like Limi, Muchu, Khalagaun, Syada, Hepka, Dadaphaya, Barbaun and Dehe. The local people have been confined to their houses due to the extreme weather. Farmers, likewise, have found it difficult to manage fodder to the cattle.

Limi, which borders China across the Himalayas, has been out of contact since the beginning of winter season. Most of the villagers, reportedly, left for a lower altitude before the snowfall .  

The government officials and local people who left for various places to avert the cold could not return to the district, leaving offices and the market place partially shut.

16-yr-old dies in road accident

JUMLA, FEB 23 - A teen died in a road accident in Jumla district on Saturday.

The deceased has been identified as 16-year-old Putali Kami of Lamra-7. The accident took place when a bus (Na 4 Kha 2286) hit Kami at Tatopani-2 along the Karnali Highway, according to the District Police Office, Jumla.

Police said that the bus hit Kami when she was on her way to her maternal home.

She died while undergoing treatment at the Karnali Academy of Health Sciences, Teaching Hospital. Police have arrested bus driver Hari Prasad Bhattarai, according to the office.

2 women die in separate road accidents

PARASI, FEB 27 - Two women died in separate road accidents in Nawalparasi district along the East-West Highway.

The deceased have been identified as Tulki Maya Nepali, 62, of Amarapuri and Harimaya BK, 41, of Rajahar in the district.

According to police, Nepali, who was injured when a motorcycle (Ba 42 Pa 4125) hit her on Wednesday night, died this morning while receiving treatment at Medical College at Bharatpur, Chitwan.

Similarly, BK, who was also seriously hurt in a road accident on Wednesday night, died this morning. Kul Bahadur BK, husband of the deceased was also injured in the same accident, said police.

Kul Bahadur is undergoing treatment at the Medical College, Bharatpur.

Two die in separate accidents

KAILALI, FEB 28 - Two persons died in separate road accidents in Kailali district on Friday.

Helper of a tipper (Na 3 Kha 2094), Hemanta Magar, died this morning after the vehicle knocked him down while cleansing thetipper at Chisapani in the district, said the District Police Office.

Likewise, motorcyclist Dhan Bahadur Bhujel of Phulbari VDC-8 diedwhen a motorcycle (Se 1 Pa 7208) tipped over at Phulbari, Deputy Superintendent of Police Ramesh Pandit said.

Peace and security top priority, says home minister

RAMECHHAP, MAR 02 -

The government will not spare anyone who causes anarchy and instability in the country, Deputy Prime Minister and Home MinisterBam Dev Gautam said here on Saturday. 

Inaugurating the golden jubilee function of Gaurishankar Higher Secondary School here in the district, Gautam said the government is committed to maintain peace and security as well as to end corruption. 

Gautam assured the local people to help blacktop the Manthali-Ramechhap road stretch. However, the local people vented ire over Home Minister Gautam’s remarks saying that his assurance was just for popularity. The work to blacktop the road is already in progress.

Tractor hit kills minor

DAMAK, MAR 03 -

A child was killed after he was hit by a tractor here on Sunday evening. The deceased is six-year-old Prabesh Tamang, son Khadga Singh Tamang. Khadga Singh is a Bhutanese refugee and is residing at sector 1 G hut no 362 inside the Damak-based Bhutanese refugee camp.

The child died in course of treatment at the local Amda Hospital. Following the accident, police have arrested the driver and impounded the tractor, according to the Area Police Office, Damak

Constitution in consensus: Deuba

NEPALGUNJ, MAR 04 - Senior Nepali Congress leader Sher Bahadur Deuba said on Monday that the new constitution would be promulgated within a year taking all the parties in confidence.

Deuba told media persons  in Nepalgunj on Monday that initiatives would be taken till the eleventh hour to bring a constitution in consensus.

“If that does not materialise, the option of two-thirds majority will be adopted as an alternative to promulgate the constitution,” he said.

The former prime minister added that the NC would show maximum flexibility for forging consensus on the contentious issues without compromising on democratic values and principles.

Dismissing suggestions that he had dispute with party President Sushil Koirala, Deuba said the incumbent government should promulgate the new constitution.

11-year-old girl ‘raped’ in Chitwan:

CHITWAN, JAN 21 -

An 11-year-old girl has been the victim of sexual assault at Kathar in the district, police said.

A group of three men, aged 40 to 50, allegedly took the girl to a secluded placed and committed the crime on Thursday evening. One of the perpetrators closed her mouth, the other tied her arms and the third raped the minor, police said.

According to Sukmaya Bhujel, district chairperson of Women Rights Forum, the perpetrators who live in the same neighbourhood lured the victim to come to their house before they committed the crime. The fourth grader from an impoverished family was alone at her home when the incident took place. The victim’s mother is a daily wage worker while her father is in India for employment.

Police Inspector Paramesh Bista of the Area Police Office in Khairahani said police initiated an investigation into the matter after taking the three suspects into custody. “Further probe into the incident will begin after receiving her medical report on Tuesday,” he said.

Around two months ago, an eight-year-old girl was also raped in the same village. A 14-year-old boy, who had been arrested in connection with the incident, was released on bail.

Elderly man held for rape attempt

HETAUDA: A 70-year-old man of Hetauda-10 was arrested on Monday for he allegedly attempted to rape a seven-year-old girl. The girl’s relatives lodged a complaint with police saying that the man showed porn movie to the victim and attempted to commit the crime. The victim has been living with her parents in a rented apartment at the house of the accused. The girl, a second grader at a local school, was alone in her room when the incident took place. (PR)

FM Koirala calls for economic-social transformation:

KATHMANDU, JAN 31 - Minister for Finance Shanker Prasad Koirala has said that the Constituent Assembly (CA) members should play an important role also in the social and economic transformation along with constitution writing.

Honouring 18 CA members, born in Bhojpur and living in different districts in course of their work, in the Capital on Friday, Minister Koirala urged them to be fully dedicated in charting out the economic and social roadmap of the country as such responsibility has come on the shoulders of the CA members.

He called on the CA members to be united for the development agenda although they represent various parties and added that now economic development should be made the main agenda of politics.

The Finance Minister suggested that people's representatives should prepare point-wise declaration for timely development of the district, which is rich in political, economic and education point of view.  

On the occasion, former minister, Gyanendra Bahadur Karki, said that lawmakers should write a new constitution within a year, adding they should be dedicated towards peace, prosperity and stability as there was need of such components in the country now.

Sherdhan Rai, CA members from Bhojpur Constituency No. 2, said that all CA members should engage in result-oriented works as people have awaited for that.

A large number of Bhojpur folks were present at the programme.

Drunk cop creating scene held:

BIRGUNJ, FEB 02 - A policeman has been arrested as he created a scene at a public place after drinking alcohol .

Shambhu Chauhan, a policeman , working at Surajahakatti based base camp of Nepal Police was arrested for violating the police code of conduct and creating disturbance at different places.

He was arrested from Biranchibarba on Saturday and sent to District Police Office, Parsa, for action, said Purushottam Pandey, Police Inspector. He was deployed in plain clothes to collect information for the police.

Police have started an investigation in this connection anddepartmental action would be initiated against Chauhan if he is found guilty, said Dhiraj Pratap Singh, Superintendent of Police at the DPO.

One dies in road mishap:

SURKHET, JAN 19 - A person died and two others were injured in aroad accident at Chhinchu of Surkhet district along the Ratna Highway on Sunday morning.

The deceased has been identified as Laxmi Prasad Tiwari, 37, of Jarbuta-1 in Surkhet district, according to the Police Inspector at the District Traffic Police Office, Surkhet, Jeevan Kumar Budhathoki.

The accident took place when a truck (Bhe 1 Kha 1372) heading towards Surkhet from Nepalgunj overturned due to slippery condition of the road.

The injured are undergoing treatment at the local Deuti Nursing Home.

Man dies falling from jeep:

GAIGHAT , JAN 20 -

A man was killed in a jeep accident at Risku Patan based jungle in the district on Sunday evening.

The deceased has been identified as Tilak Bahadur Pulami, 20, of Tawashree VDC-6 in the district.

Pulami died when he fell from the jeep (Sa. 1 Ja. 296) heading to Tawashree Barre from Katari bazaar of the district, police said.

Meanwhile, police have impounded the jeep while the driver is absconding, said DSP Kishan Thapa. RSS

CHITWAN, JAN 26 -

Two persons died in separate accidents occurred at Khairahani and Madi of eastern Chitwan.

Laxman Panthi, 28, of Bharatpur-12 died in an accident occurred at Khairahani-4 along the East-West Highway. He breathed his last while undergoing treatment at Bharatpur Hosptial on Sunday morning. A truck (na 3 Kha 6072) hit a car (Ba 10 Cha 4501) coming from the opposite last night.

Meanwhile, motorcyclist Roshan Gahatraj, 19, of Baghauda-8 died when his bike (Ga 6 Pa 8129) was hit by a jeep (Na 1 Cha 9151) at Ayodhyapuri-5, Madi, confirmed the District police Office, Chitwan. RSS

Hospital lacks funds for maternity incentives:

The Karnali Academy of Health Science at Khalanga in the district has stopped distributing cash incentives, which the government has been providing to women who give birth at government facilities across the country, to women visiting the hospital for the past five months.

As a result, 239 women who gave birth in the hospital so far are deprived of the incentives. With a view to attract pregnant women to give birth in health institutions, the government provides Rs 1,500 to each women who gives birth in government health facility as transport fair and Rs 400 each to those who undergo at least four consecutive check-ups during their pregnancy in the mountainous region. Dr Bikalpa Pokharel, medical director at the hospital, said they failed to provide the incentives as the District Public Health Office (DPHO) is yet to release budget.

“We provide maternity services, including surgery, free of cost to women admitted for delivery while the DPHO is bound to provide the incentives and some medicines for free,” he said. The hospital also lacks the medicines distributed under the government programme.

Pokharel said they have asked the DPHO to immediately release budget for the incentives and medicines. “We have kept records of women who are yet to receive the incentives and will provide once we receive the budget,” he said.

Female journos to fight against GBV:

KATHMANDU, JAN 31 - A year and a half has passed since a study committee submitted a report on the sexual harassment female journalists face in the workplace to the then Prime Minister Baburam Bhattarai. As the report gathers dust at the Prime Minister’s Office (PMO), female scribes have taken gender-based discrimination in media houses into their own hands.  

The report came into being after Sita Sharma (name changed) accused journalist Prakash Chandra Dahal, who was then working at Himalaya Television, of abuse. According to Sharma, Dahal had married her and taken her money but had refused to recognise her as his wife. As a last resort, the woman, along with womens' rights activists, had lobbied the prime minister for justice.    

Under the direction of Bhattarai, a six-member team interviewed female journalists in Biratnagar, Lahan, Janakpur, Nepalgunj, Dolakha and Kathmandu, and submitted recommendations to the government. The report had advised, among others, that the government should make gender orientation classes and a gender-friendly code of conduct mandatory in every media house.

“No data exists on the number of women journalists sexually harassed in the workplace, but most recruits in the age group of 19-25 have to deal with prying men,” says Sangeeta Lama, special member at Working Women Journalists (WWJ), an organisation that works for the rights of female journalists. Lama was also a member of the study team which drafted the report.

The report recognises that gender-based discriminatory practices are deeply entrenched in the media. Most women instinctively know that some remarks or touches are offensive, intrusive and gender-insensitive, but because there is no recourse mechanism, they make-do with the self-deceiving rationale that men are just being men and ‘having a laugh’. The report was an attempt to break the culture of silence around the issue.

Sharma won the court battle against Dahal, but the implementation of the report remains a far cry.

Raju Man Singh Malla, one of the current secretaries at the PMO, is unaware of the report’s existence. “After we submitted the report to the prime minister, he handed it over to the PMO Chief Secretary. A matrix of who should do what was then prepared and given to all ministries,” says Renu Raj Bhandari, chairperson at Women Rehabilitation Centre, and the coordinator of the report committee.

Since the assurance to take action has remained only an assurance, the WWJ has decided to devise a five-year strategy to reduce cases of sexual harassment in media offices. “No activities have been planned and finalised yet, but we will start with awareness programmes in the Capital,” says Lama.

Corrugated iron sheets donated to Chepangs: 

CHITWAN, FEB 04 - Chek Ram Chepang from Lothar VDC-9 is busy renovating his old house which he inherited from his parents. The house was in dire straits as water seeped in through the roofs every year.

Apparently, Chepang ’s trouble has come to an end for the time being as he received corrugated metal sheets to be installed in the roof for free. It was his dream come true. The metal sheets can withstand rain and other environmental hazards for over 30 years.

Like Chek Ram, 12 other households also received the metal sheets while the 73 others will receive them soon.

The installation of corrugated metal sheets has not only helped realise the dream of Chepang families but also played a vital role in raising their social standing. It is very common in the community to give away their daughters if the boy’s house boasted of a roof of corrugated metal sheets.

Laxmi Institute and Miteri Foundation jointly donated the metal sheets to Chepang villagers. Under the programme, each household will receive aid worth Rs 41,600, including the metal sheets. The houses rebuilt with donations from individuals will carry the donors’ names.

The institute in previous occasion had distributed 515 apple samplings and provided vocational training to 24 locals. Meanwhile, the institute has also distributed uniforms, shoes and school bags to 98 students of the local Kandeshwori Primary School and 170 blankets to villagers.

Meanwhile, Bishnu Gautam, chairperson of the institute, who had lost his two sons in an accident, seemed happy to help the Chepang s. Gautam said they also plan to provide two beehives and two goats to each household, which the locals will have to return after 15 months.

The institute stated that their aim was to mobilise the locals for the sake of their own development.
