Maoist, Dr Baburam Bhattarai has said the delay on the formation of complete government was quite unfortunate.
The dispute among the Nepali Congress and the CPN-UML was the main reason behind the delay on government formation, he said, expressing wonder how the parties which are unable to form government could bring constitution on time.
Addressing a programme here on Sunday, leader Bhattarai said although his party was small in size, it would have an important role on constitution writing.
